Traficom issues new SMS sender ID regulation in Finland

The Finnish Transport and Communications Agency Traficom has issued an official regulation governing the authorisation of SMS sender information in Finland. The regulation was published on 16 December 2025 and will enter into force on 4 May 2026

Background and purpose of the regulation

Traficom’s new regulation (28 L/2025 M) requires telecommunications operators to verify the legitimacy of SMS sender information. The objective is to reduce fraud and phishing by preventing the use of spoofed sender IDs. 

As a result, organization sending SMS messages to Finland must formally authorize: 

  • Finnish phone numbers used as sender 

  • Alphanumeric sender IDs (Sender IDs) 

Without authorization, message delivery will be restricted or modified. 

Implementation timeline

  • From 4 May 2026 
    Messages sent with unauthorised sender IDs will be blocked or the sender ID will be replaced with “Tuntematon/Unknown”

  • From 2 November 2026 
    Messages sent with unauthorised sender IDs will be labelled “Roskaposti/Spam”

Authorization and protection explained

Authorization (mandatory)

All Finnish phone numbers and alphanumeric sender IDs must be authorized with local mobile network operators. 
This requirement applies to all SMS traffic to Finland. 

Authorization is completed with and through LINK Mobility, who coordinates with operators on your behalf. 
 
For assistance, customers should contact LINK Mobility Support.

Protection (optional) 

Sender ID protection provides an additional layer of security: 

  • The sender ID is registered with Traficom 

  • LINK Mobility implements the protection with operators 

  • Protection grants exclusive rights to the alphanumeric sender ID, preventing misuse 

LINK Mobility has been actively involved in industry-wide collaboration with Traficom, mobile network operators, and other stakeholders to define the new framework. 

Depending on customer needs, we will: 

  • Handle authorization and/or protection on your behalf, or 

Our priority is to ensure uninterrupted SMS delivery for our customers. 

LINK Mobility has actively participated in discussions with Traficom, the National Bureau of Investigation, Digital Forum, operators, and industry stakeholders to develop the new guidelines. We believe these changes will significantly improve the security and reliability of messaging.

At this stage, no action is required from customers. 

LINK Mobility will take a proactive role in ensuring compliance with Traficom’s regulation and uninterrupted SMS delivery to Finland. All communication and support will be handled via LINK Mobility Support.
